Bioterrorism Education & Training

Montana State University Bioterrorism Education & Training Project

The Montana Area Health Education Center (AHEC), Montana Office of Rural Health (MORH), Extension Service, Burns Technology Center, WWAMI Medical Education Program and College of Nursing at Montana State University (MSU) developed an integrated plan to provide bioterrorism education & training. The goal of the MSU Bioterrorism Education & Training Project is to develop and/or access bioterrorism educational resources, deliver bioterrorism education to health care providers, encourage educational training through community-based hospitals and clinics, and provide access to information and learning resources.

The primary educational resource of the MSU Bioterrorism Education & Training Project is a course entitled Information for Primary Care Clinicians. The Northwest Center for Public Health Practice (NWCPHP) and Public Health-Seattle & King County (PHSKC) designed, prepared and published a bioterrorism education and training resource entitled Preparing for and Responding to Bioterrorism: Information for Primary Care Clinicians. This curriculum contains the following modules: (1) Introduction to Bioterrorism, (2) Bioterrorism Preparedness and Response, (3) Anthrax, (4) Smallpox, (5) Plague and Botulism, (6) Tularemia and Viral Hemorrhagic Fevers, and (7) Psychological Aftermath of Crisis. An overall goal of the initiative was to develop and disseminate a series of train-the-trainer resources or use by instructors and presenters. Each training component contains a set of power-point slides and an instructor’s manual. These modules are available as on-line web CT courses. Access to the bioterrorism course is available through the following website: http://webct.montana.edu/webct/public/home.pl. After accessing the website, the user must enter an ID (btstudenttest) and Password (btstudenttest). In addition to the on-line course, the entire curriculum is available as a "self-study" document (notebook and CD) by contacting the AHEC.

As part of the MSU project, the Extension Service provides bioterrorism and other disaster information through the Montana Extension Disaster Education Network (MT EDEN); including a Loan Library and Resource Center.

St. Vincent Healthcare Foundation Bioterrorism Education & Training Project

In September 2005, St. Vincent Healthcare Foundation in Billings, Montana received a 4.4 million dollar three year federal grant to provide bioterrorism education and training for medical personnel in Montana and for parts of Wyoming, Idaho, Washington, North Dakota and South Dakota. Other partners in delivery of the education and training are the University of Montana Skaggs School of Pharmacy and the Montana Department of Public Health and Human Services.
Objectives of this bioterrorism education and training project include:

  • Providing coordination among regional departments of public health, emergency services, rural and urban hospitals, clinics, and healthcare providers.
  • Providing education and training to recognize and respond bioterrorism through on-site delivery, distance learning, hands-on drills, and interactive websites.
  • Providing public education workshops on identification of bioterrorism events, infectious disease outbreaks, and other disaster events.
  • Creating a structure for a region-wide telehealth communication system.
  • Educating and training at least 5,000 healthcare providers in Montana, Wyoming, Washington, Idaho, North Dakota and South Dakota.

The Montana AHEC is a member of the Bioterrorism Education & Training Advisory Committee which provides information, guidance and technical assistance to the project administrators, directors and coordinators.
