Small Rural Hospital Improvement Program (SHIP)

The following information is from the Office of Rural Health Policy….

 

“FY12 SHIP funds will support activities related to quality improvement and investments towards meaningful use of health information technology. Hospitals will continue to participate in delivery system reforms outlined in the Affordable Care Act by supporting activities related to:

 

1.  Value-based Purchasing (VBP) - Improving data collection activities in order to facilitate reporting to hospital compare.

2.  Accountable Care Organizations (ACOs) - Improving quality outcomes.  Focus on activities that support quality improvement such as reduction of medical errors as well as education and training in data collection and reporting and benchmarking.

3.  Payment Bundling - Building accountability across the continuum of care.  Funding could be used to improve care transitions between ambulatory and acute, acute to upstream acute and acute to step-down facility. This could be done in the form of training, clinical care transition protocol development or data collection that documents these processes. 

4.  Prospective Payment Systems (PPS) - Maintaining accurate PPS billing and coding, such as updating chargemasters, providing training in billing and coding, ICD-10 implementation.”




The Small Rural Hospital Improvement Grant Program (SHIP) was authorized by the Balanced Budget Refinement Act of 1999. The initial purpose was to help small rural hospitals meet the costs of implementing data systems required to meet requirements of the Medicare Prospective Payment System (PPS). However, the first appropriations for the SHIP Program were not made until FY 2002. In this appropriations bill the stated purposes of the program included: (a) meeting requirements for the Medicare Prospective Program (PPS), (b) complying with provisions of the Health Insurance Portability and Accountability Act (HIPAA) and (c) reducing medical errors and supporting quality improvement (QI). The annual federal appropriation for the SHIP Program has been approximately $15,000,000. There are approximately 1,600 rural hospitals in the United States designated as being qualified as SHIP facilities. For purposes of the SHIP Program, a small rural hospital is defined as one having 49, or fewer, beds and located outside a Metropolitan Statistical Area (MSA). All Critical Access Hospitals are automatically eligible for SHIP funding.

For each of the past five years, the Montana Office of Rural Health (MORH) has received funding for the SHIP Program and awarded individual subcontracts/grants to the following 47 hospitals:
